    Brief Description

    The Director of Scientific Regulatory and Health IT Policy is responsible for:

  • Serve as a strategic thought leader on advocacy strategies, policies and programs to influence all aspects of scientific regulatory and federal health IT policy, and laboratory oversight and regulation.

  • Direct team responsible for Advocating and communicating CAP policy positions and strategies with key federal government agencies and other external entities.

  • Foster collaboration within the Policy/Advocacy RU and across the CAP to build a unified public policy and advocacy agenda for the CAP on scientific regulatory and health IT policies that impact pathology and laboratory medicine.

    Specific Duties

    Primary duties and responsibilities:

  • Manages portfolio of scientific and health IT initiatives and activities to ensure alignment with overall CAP strategies.

  • Develops and implements advocacy strategies on issues areas including laboratory oversight and regulation, artificial intelligence, data science and public health.

  • Directs CAP advocacy with assigned departments and agencies of the Executive branch including FDA, CDC, ONC, NIH, and CMS.

  • Advocates and communicates CAP’s policy positions and strategies with key federal government agencies, and other medical societies, stakeholders, and coalitions. Proactively builds stakeholder and coalition support for CAP positions to amplify the CAP’s advocacy positions. Strategizes, oversees, and develops CAP staff interactions with federal agencies and external stakeholder groups for areas of responsibility.

  • Identifies and monitors key trends in the scientific, public health and HIT environments that may impact pathologists and laboratory medicine, including issues related to laboratory oversight and regulation (eg, CLIA, digital pathology, clinical laboratory science); FDA regulations (eg, LDTs, risk classification process) ,emerging technologies (eg, artificial intelligence, genomics, personalized medicine), data science (eg., interoperability, CEHRT, patient access to data), and public health (eg, lab preparedness, forensics).

  • Liaise with CAP’s appropriate scientific and HIT-related council and committees to ensure CAP’s policy and advocacy positions are consistent with Council on Government and Professional Affairs goals. Formulate recommend and implement CAP’s advocacy strategy to support CAP policy positions on these issues.

  • Positions the CAP as the leading advocacy voice for pathologists and laboratory medicine for laboratory oversight and regulation, artificial intelligence, HIT, and public health issues.

  • Provide staff support to the Council on Government and Professional Affairs, and other CAP Governance entities as needed.

    Technical:

  • Understands of pathology practice and laboratory medicine in order to assess implications of changing federal legislation and regulation.

  • Excellent understanding of federal legislative underpinnings of scientific regulatory and health IT issues, federal agencies involved in rulemaking for these issues, the rulemaking processes, and key points of influence, for all aspects of federal oversight and regulation of laboratories, data science and public health.

    Education/Experience

    Education

  • Master’s Degree in public health, health policy, or a relevant discipline, or have equivalent relevant work experience.

    Experience

  • A minimum of 8 years of work experience within the health care policy arena is required, with prior experience such as working in a laboratory or policy-focused organization or association.

  • Demonstrated track record of developing, executing, and managing successful public policy strategies and initiatives.

  • Experience with laboratory oversight, scientific regulatory issues, and impact on pathologists and laboratory medicine.

  • Experience presenting to and interacting with technical experts and senior-level executives

  • Solid communication skills, including the ability to concisely explain complicated concepts using organizing frameworks.

  • Experience supervising and coaching professional staff preferred.

    Additional Criteria

  • Some weekend/travel required. Less than 10%

  • This position is based out of the Washington, DC headquarters. Candidates must reside within a reasonable commute to the office.
