U.S. Agency for Global Media Budget Director in Washington, District Of Columbia

Summary The position is located in the U.S. Agency for Global Media (USAGM), Office of the Chief Financial Officer (CFO). The incumbent of this position serves as the Director of the Budget Division and is responsible for directing a team of analysts in the formulation and execution of USAGM's budget, as well as grants management for the agency's four statutory grantees. This announcement has been amended to extend closing date. Responsibilities As a Director, Budget, you will be responsible for duties to include, but are not limited to: Develop and update policies and procedures for activities within the Budget Director's areas of responsibility based on changing business needs, GAO/OIG recommendations, OMB directives, and opportunities for greater effectiveness and efficiency. Oversee the budget execution activities for USAGM, including the apportionment of one-year and multi-year funds by OMB, as well as setting allotments and sub-allotments and supporting strong internal controls. Lead the budget formulation activities for USAGM, including the annual budget justifications to OMB and to Congress and the annual operating plan/program plan for the funding level Congress ultimately appropriates for the fiscal year. Perform the full range of supervisory duties: plan, schedule, and assign work; conduct annual performance appraisals on staff, identify training needs and opportunities for staff, carry out EEO policies and program activities. Requirements Conditions of Employment Qualifications Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Researching, interpreting, analyzing, and applying budget and financial management legislative and administrative policies to ensure compliance with budgetary requirements;. Supervising or managing a budget or financial management office including planning, programming, budgeting and executing major acquisition budgets in accordance with established policies and procedures; Planning and formulating budgets for programs or accounts problems. Education Education is not required for this grade level. It cannot be used for qualification purposes.
