Northrop Grumman Level 1/Level 2 Proposal Analyst in Redondo Beach, California

Northrop Grumman has an opening for a Level 1 Associate Proposal Analyst or a Level 2 Proposal Analyst to join our team of qualified, diverse individuals. This position is located on site in Redondo Beach, California with partial telework available .

Essential Functions:

  • This role will be a key member of large competitive or corporate priority win teams and will act as a key evaluator and developer of winning bids

  • Candidates for this position will lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members

  • They will demonstrate a broad skill set that is balanced across interpersonal, business, and proposal based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment

  • Develops, plans and schedules proposals

  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications

  • Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments

  • Researches and analyzes historical data, develops cost models to support proposal efforts

  • Coordinates activities and participates in fact-finding meetings

  • Participates in should-cost and pricing reviews with management and customer representatives

  • Participates as a member of the contract negotiating team

This position may be filled as either a Level 1 Associate Proposal Analyst or a Level 2 Proposal Analyst.

Basic Qualifications for an Associate Proposal Analyst:

  • Bachelor's Degree from an accredited university in Pricing & Estimating, Business Management, Contract Management, or Proposal experience.

Basic Qualifications for a Proposal Analyst:

  • Bachelor's Degree from an accredited university and 3 years of experience in Pricing & Estimating, Business Management, Contract Management, or Proposal experience; OR a Master's Degree with 1 year of stated experience

Preferred Qualifications:

  • Experience working within Proposals

  • Experience with using Excel, Word, and PowerPoint

  • Experience working with Basis of Estimate (BOE) and analyzing BOE quality

  • Familiarity of the government regulations FAR and DFARS

  • Experience conducting cost analysis

  • Excellent oral and written communication skills

  • Ability to effectively manage competing priorities and deadlines

  • Ability to handle multiple tasks in a fast paced environment

  • Excellent problem solving and organizational skills

  • Ability to obtain a DoD Secret or Top Secret/SCI level security clearance, to include a Single Scope Background Investigation, a periodic reinvestigation, or an original adjudication date completed within the last 6 years

Salary Range: $59,600 - $89,400

Salary Range 2: $72,100 - $108,100

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
