Position Objective:

Th is position is responsible for supporting the Chief Operations Training Officer, in the overall management of the Department by directing and managing all Operations Training Compliance & Procedural functions. This role will ensure compliance with all applicable Corporate and Regulatory requirements, rules , and regulations. This role will oversee staff and employee qualifications to ensure all remain current and will ensure training program content and documentation are current and accurate in accordance with applicable rules and regulations. This role will oversee all Federal Railroad Administration (FRA), Transportation Security Administration (TSA) , and Occupational Safety and Health Administration (OSHA) mandated training programs. The position backfills all responsibilities of the Chief Operations Training Officer as needed, and handles special projects/initiatives and other responsibilities as assigned.

Responsibilities:

  • Lead and act as liaison for the Operations Training Department with MNR Departments for employee compliance with training requirements, which includes Performing proactive outreach to depts to ensure their employees are maintaining required qualifications to be able to safely perform their jobs with all industry and MNR requirements and regulations and ensuring employees are on schedule to take the necessary training requirements to prevent any lapse in certifications or qualifications.

  • Oversee and execute seamless internal coordination within the Operations Training team to ensure all staff are qualified to deliver training courses. Ensure all training materials are current and in compliance with applicable regulatory standards such as FRA, OSHA, and TSA.

  • Provide oversight and management of FRA and OSHA-regulated training. Responsible to ensure all regulations are being adhered to and monitor changes/updates to regulations and incorporate as needed.

  • Represent the Operations Training department during any MTA-related initiatives that require subject matter expertise, as well as identifying impacts to the department and required associated policies.

  • Represent Operations Training for all MTA-related internal and external audits and manage internal controls.

  • Collaborate with the Director of Operations Training on the planning and implementation of shared training responsibilities, including but not limited to recertification, refresher, new hire , and regulatory training.

  • Direct the assessment of training programs’ compliance on an ongoing basis, implementation of an effective review process and documentation to ensure updates are completed, recorded , and in compliance with regulatory requirements i.e., FRA and OSHA.

  • Oversee the qualification and compliance of all operations training department staff, for example , licensing of instructors per FRA guidelines. Prepare policy and procedure documentation for distribution to operations training staff regarding instructor qualifications, training programs, course updates , and development of new course content.

  • Provide leadership to Operations Training staff by fostering a climate of collaboration, problem-solving, and teamwork for all stakeholders that support the corporate mission, value, long-range goals , and departmental initiatives; facilitate synergy and enhance employee development; establish a culture of respect, integrity, trust , and open communication and ensure employees feel supported and empowered to perform at their best to ensure trainees leave with the knowledge, skills , and abilities to support Metro-North’s goals of safe and reliable service.

    Required Qualifications:

    Required Knowledge/Skills/Abilities:

  • Excellent working knowledge of OSHA, FRA , and other related regulations .

  • Knowledge of Operations Training functions, MNR operating rules, and MNR safety rules .

  • Ability to perform audits of instructor classroom performance.

  • Strong organizational and coordination skills with thorough knowledge of training functions including the ability to work independently and/or simultaneously on multiple tasks.

  • Must be proficient in Microsoft Office to include Excel, Word, and Power Point.

  • Must possess strong verbal, presentation, and written communication skills and able to communicate effectively with various departments and levels of management throughout Metro-North and other MTA Agencies .

  • Must be able to maintain a high degree of confidentiality and discretion.

  • Must be able to adjust work schedule to accommodate special projects as necessary, including periodic night shifts and weekend coverage.

  • Must be able to respond to emergencies 24 hours a day, 7 days a week.

  • Must possess a valid driver’s license.

  • Must have the ability to be flexible and work effectively under pressure from within and outside the department.

  • Must be able to work in a high-profile / high-pressure environment.

    Required Education and Experience:

  • Bachelor’s degree in engineering, safety, auditing, risk management, transportation , or related field. Demonstrated equivalent experience, education and/or technical credentials to include four years of related experience may be considered in place of a degree.

  • Minimum ten (10) years of progressive experience with training, safety, administrative, and operational systems in an operations or transportation environment.

  • Minimum seven (7) years of experience managing a professional/ diverse workforce.

    The following is/are preferred :

  • Working knowledge of Metro-North Railroad Operating Rules, Safety Rules, FRA , and OSHA regulations .

  • Familiarity with MNR Operations Training requirements for new hires , and regulatory courses .

  • Microsoft Office .

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
